Implementation of the Interstate Agreement on Temporary Employment of Ukrainian Workers in the State of Israel

In Israel, there is a significant problem associated with the illegal migration of foreign nationals, including citizens of Ukraine who have been working illegally in the country. For example, in 2018 alone, Ukrainian citizens submitted 1,765 asylum applications, and 7,730 individuals were repatriated to their home country due to their illegal presence in the State of Israel. Since 2014, over 15,000 people have applied for refugee status, whereas in 2013, there was only one such application.

As part of the implementation of a bilateral agreement signed between the State of Israel and Ukraine on June 7, 2016, employers were prepared to provide 2,000 job positions for official employment of professionals in the construction industry within a year.

The main goal of the bilateral agreement between Ukraine and Israel is to ensure a legal and fair employment process for Ukrainian citizens arriving for temporary work in Israel and to prevent illegal fees from being charged to Ukrainian candidates.

According to the conditions of the Implementation Protocol A (construction sector) in Ukraine, the Authority of Population and Immigration under the Ministry of Internal Affairs of the State of Israel, in coordination with the State Employment Center of Ukraine, has designated the NGO “Great Idea” as the sole organization in Ukraine. It serves as an authorized legal entity that provides logistical support for events related to the temporary employment of Ukrainian professionals in the construction sector of Israel. The employment of Ukrainian professionals takes place at the intergovernmental level, with a prohibition on any intermediary services from private employment agencies, a ban on any commission fees for participation in the selection process, and guarantees of employment

Israel invites men from Ukraine for temporary employment in the following positions: 

Formworker, Reinforcement Worker, Tiler, and Plasterer. 

The starting salary for beginners is $1,730 per month (6,400 shekels).

 

ADVANTAGES OF OFFICIAL EMPLOYMENT FOR UKRAINIAN PROFESSIONALS IN ISRAEL:

  • Signing a contract with an employer in Israel for 1 year (with the possibility of extension up to 63 months).
  • Equal rights with local workers according to Israeli legislation and Implementation Protocol A.
  • Entitlement to paid vacation, sick leave, and health benefits.
  • The Israeli authorities ensure that foreign workers are fully protected by the law.
  • Monthly deposit accrual ($200) into the worker’s account as a retirement and repatriation benefit (the worker receives this money upon final return to Ukraine).

SIMPLE REQUIREMENTS FOR CANDIDATES:

  • Men aged 25-50 must possess professional skills, experience, and a high level of proficiency in one of the four mentioned professions.
  • Must be citizens of Ukraine.
  • Must not have previously worked officially in Israel.
  • Must not have first-line relatives residing/working in Israel (parents, spouse, children), except for siblings.
  • Must not have a criminal record.
  • Must be physically and psychologically fit for intensive work in the construction industry under relevant climatic conditions, including working at heights and lifting heavy objects.

HOW TO PARTICIPATE IN THE PROGRAM? IT’S EASY:

  • Submit an application to the nearest employment center.
  • Take professional tests, undergo a medical examination, and go through an independent selection process.
  • Receive a contract from the employer, visa, and travel to Israel.

 

IMPORTANT! Employment in the State of Israel is temporarily suspended due to military actions in Ukraine and will resume immediately after Ukraine’s victory.

Call center working hours (non-military time): Monday to Friday, from 9 am to 6 pm.

Call center working hours (during war time): The call center is not operational and will resume work after Ukraine’s Victory! We believe in and support the Armed Forces of Ukraine!

  FOR CITIZENS WHO HAVE SUCCESSFULLY COMPLETED ALL STAGES OF SELECTION IN UKRAINE AND HAVE BEEN EMPLOYED IN ISRAEL:

For workers who have arrived and are working under this agreement, there is a Call Center available to address any questions or concerns related to their rights. They can also file a complaint if there are any violations of their rights. All requests and calls are reviewed and investigated in accordance with the laws of the State of Israel
